Like Higurashi it's based on a horror/mystery game, I think by the same group who did the Higurashi game. So far the animation looks great and they seem to be following the story correctly.

The name means "When the Seagulls Cry"
Some sort of special black-tailed Seagull that is
Still havn't finished the Higurashie series Yet though, cuz the manga isn't translated completely yet
